The Secretary of State is the head of the State Department, and is responsible for handling foreign relations at the direction of the President. She is the most senior member of the Cabinet, being fourth in line for Presidential Succession.
Secretary of State... In our case, Hillary Clinton. The first non-elected in the line is the fourth overall following the vice president, speaker of the house, and senate president pro-tempore.
It can happen. For example, while normally the Secretary of State is fourth in the line of Presidential succession, when Nixon was President his Secretary of State was Henry Kissinger, who was not a "natural-born citizen of the United States" and thus ineligible for the position of President. I don't believe any of the current cabinet members would be ineligible under this rule, but obviously that could change at any time.
