The first Secretary of State of the United States was Thomas Jefferson whose term of office began on March 22, 1790 and ended on December 31, 1793.
The Second Continental Congress created the Department of Foreign Affairs on January 10, 1781, and George Washington signed a bill creating the position of Secretary of Foreign Affairs to head this department on July 27, 1789. On September 15, 1789, George Washington approved a Congressional law adding certain domestic duties to the Department of Foreign Affairs and the Secretary of Foreign Affairs. The name was changed to the Department of State, headed by the Secretary of State.
