Local governments are divided into two groups, counties and municipalities. These are basically larger and smaller versions of the same thing. They take care of police, fire, medical, and emergency services, parks, recreational centers, transportation, public works. That sort of thing.
State governments on the other hand have a much larger range of power. Just like our cabinet, it's divided into executive, legislative, and judicial branches. As you might guess, the executive organizes general infrastructure, legislative(made up of elected representatives) targets laws and legal affairs for each individual state, and the judicial branch controls the courts and lawhouses of each individual state.
