That depends how they do it.

A despot will destroy everything that stands in their way, regardless of whom they hurt or kill.

A monarch holds the same amount of power as a despot, but will usually have more human decency and hold courts.

A presidential dictator will hold all the power, but still let the people decide the basic stuff.

A high priest (or similar title) will let the gods of their religion do the talking.
