Money paid in order to vote was called a poll tax. This money was supposedly to prove that you were a legal citizen. In actuality the poll tax was instituted to keep newly freed slaves from being able to vote. This is no longer legal.

Where can you cash an old money order from 1936?

Nowhere. A money order also has a validity period and if it is more than a few years old, there is no way you can cash it. Since the money order is from 1936 it will be expired or stale for sure. So there is no way you are going to get the money order paid.
