No branch of the US military is any more elite than the others. All serve; all are equal.
Monarchs serve for life, but Presidents have to be elected and can only serve two terms. Monarchs usually inherit their position from the old monarch whereas any native born citizen who lives in the country 14 years and is 35 could be president. The power a monarch has depends on the country. Most are limited by a Constitution and have a Parliament which has to be dealt with. The President has more power than most modern monarchs. However there are still a few, mostly in the Near East, who have absolute power. They can do whatever they wish; their only fear is a revolution. Both Presidents and monarchs are heads of state and live in the capital.
Military universities have advantages because it is all paide for by the u.s government but you must serve in the military for 5 years. a regular college is nice so you don;t have to deal with drill instructors. You can also join a rotc unit at most colleges to get free tuition but you still have to serve in the military.

It is called a draft. The US military used them until right after Vietnam. It is still used in some countries such as Israel, in that country each citizen is required to serve 2 years in the military.
