Depends. From a Nationality/Patriotism standpoint its not good. From a person benefit standpoint it is. In some nations you cannot get anything done without bribes. Other situations it can be done with or without bribes. And even more situations will still take a long time even with a bribe. Consider this. How soon do you need the documents?
