The poem says that the poet has loved this woman for 3 days and will continue to love her if everything goes the right way. He then says time will cease to be before it is able to find someone who is as dedicated to his love as he is. Which I would imagine is not really true considering that the fair weather comment in the first stanza. In the third stanza he suggests that he has never actually been in love before and probably wouldn't be in love now had it not been for her beautiful face. The last stanza completes the third except for the last two lines where he suggests that there have been 144 (12x12) woman before her. Also, it can be fairly assumed that, there will be many more lovers if this relationship ever hits an inevitable rough patch.

This guy starts out telling us he's a womanizer--but it now so smitten with this woman that if it hadn't been her--he would have had a dozen dozen in her place. Remember--he's a Cavalier poet--and these guys can't come right out and say, "I'm in love," they have to pretend they don't care--but he's a goner. This poem seems like what he would recite to his pals at the tavern, while he was trying to act bold and devil-may-care. But the repetition of "had it any been but she" lets us know he's in love--and probably not in love with that idea.
