One could have - but usually a Ballad is a lot longer as it tells a story. Verses can vary in length between four and a dozen or more lines, depending upon the intent of the author. There can be any number of verses. A Sonnet always has fourteen lines.

There are a handful of sonnets with fewer than fourteen lines (Hopkins' Pied Beauty is one of the most famous), and an even smaller number with more than fourteen lines.

But sonnets which do not follow the 14 line rule are very rare (and you need to know a great deal about poetry to understand why such poems are sonnets).

Non-14 line sonnets are so unusual, and so rare, that they are best left to sonnet specialists.

They are as strange as redhead Barbies.
