You should place your sweet pea outside when there is no longer a threat of frost so they can get used to the conditions outside. Transplant them into the ground after they have been outside for about a week. If you are transplanting them to different pots, you should do this when they start to outgrow the pot and the roots are crowded.

The simple answer is when they are ready. However, they like cooler weather and do not do well in the heat. To help the flowers bloom, give them shade in the heat of the summer. I have sweatpeas in hanging baskets and move them to a shady area before the heat of the day. They like rich soil and good drainage, but don't let them stay dry too long.
