The best time to plant most vegetation is in the early-mid fall. The warm soil and moderate temperature make a prime environment for root structures to grow. Spring is OK but if you have hot or dry summers vegetation will strugle with a mildly developed root structure. Plants with thick root structures will do better if they are planted in the spring so they will develop, just take care in irrigation, weeding etc. You will be able to plant grass at just about any time if you keep it watered and prepare the soil well. Just don't over fertilize or drown your plantlings. Keep a consistent moist environment, research climate friendly vegetation for your region.
