In sub-tropical and tropical areas, chillies are perennial, but in temperate zones they behave as annuals. If you are in a temperate zone that is frost-free, the plants may die back and re-shoot in spring, but it is better to start afresh from seed.
The huckleberry is an tender perennial evergreen shrub that will come back every year in the southern zones. This is not the same plant known as the garden huckleberry, which is an annual and will not come back every year.
Canna lilies in zone 9 work good, and look nice.
Some varieties are truly perennial. I have a large-flowered single white variety (don't know the name of the variety, unfortunately) that has survived for several years. It barely makes it through the winters here in zone 10a (Sunset zone 22), and looks terrible until the middle of the summer, but it still amazes me because I still have it.
