Limited means what in this context? to limit something is to regulate it or the parameters within which it is assessed or judged. For instance to limit your speed when driving to sixty miles per hour means not driving faster. So in the sentence above what are the parameters within which you are assessing what science can and can't do. Science is the realm of systematic comparison or measurement and in order to make sense of comparisons we have created lots of different scales within which things can be compared ie temperature, size, speed, weight, volume, density etc.
You cannot really say that science is limited in regard to precision and accuracy, as there is a theoretical side to physics and mathematics in which the imagination plays a part and proofs often follow intuitive leaps, but it is essentially all about precision and accuracy.
