Electricity supply must match consumption. Electricity is used as soon as it is produced, there is no storage in the distribution system. There is no sink where excess electricity can be stored, it has to be used immediately. What happens if a large load is suddenly shutdown without warning, is the system frequency rises, the turbine governors in the system see this and respond by slightly closing their steam valves, the steam pressures rise and the steam producing plants drop some output. If it is a planned load reduction, the grid control will ask some generators to reduce load as required. The reverse can happen if a large generating set trips out, then the other turbines in the system will increase output to restore the frequency and total power output. The bottom line is that the power grid, the large system of electric generation and distribution facilities, doesn't really have a means to store energy. A more thorough knowledge of the power grid is necessary to understand the situation. As stated, supply is "cranked up" to meet demand and then "cut back" as it drops.
