It is essentially impossible to have a pure constant velocity on earth because of gravity, friction, air resistance, and the rotation of the planet, the orbit of the planet around the sun, and the orbit of the sun around the Milky Way. However, in a single reference plane (the surface of the earth), one may be able to approach it as long as forces are balanced.

Even in space, there are forces of gravity and rotational momentum that must be considered.
