Sorry, I'm afraid Scratchy from the Itchy & Scratchy cartoon does not have a name.They considered naming Scratchy something people would remember but then the Simpsons' writers didn't bother because they didn't think Scratchy would be very popular. Of course they were wrong since Scratchyis quite popular.You would think after 26 seasons & 550+ episodes they would give Scratchy a name but apparently not.
