"Milliliter" is a unit of volume, and "inch" is a unit of length. They can't be converted.

If it were possible to convert length to volume, then you (or perhaps someone you

know) would be able to figure out how many gallons wide your bedroom is.

The "liter" is a unit of volume of space, or liquid. The "inch" is a unit of distance or length. These units are used to measure quantities of completely different "dimensions", and have no relationship to each other. Neither one can be converted to the other, any more than I can tell you how many ounces of sleep I got last night, or how many centimeters I paid for my house.

This question cannot be answered sensibly. A millilitre is a measure of voume, with dimensions [L3]. An inch is a measure of distance, with dimensions [L]. The two measure different things and basic dimensional analysis teaches that you cannot convert between measures with different dimensions such as these without additional information.
