I think because most of us are selfish and have a pretty high amount of ego. For example, if you were to put yourself in the situation where the nearest pedestrian crossing lane in the busy road where about 200meters away from you but all you wanted was to do something on the other side and do it without wasting alot of your energy. Clearly you have the choice to just cross the damn street because no one is looking and nobody really cares if you do cross that street, because people don't care about you breaking the rules. We tend to lack discipline when we do stuff that we think we are going to cut down some "time" in executing some task we need to accomplish. And sometimes just merely because we have a relatively high ego and you just want to break rules because its fun to break rules.
