James I was King of England when Shakespeare died, on the 23rd April 1616. It is widely accepted that this was Shakespeares birthdate and deathdate, though there are no official records to confirm this. He was 52 years old.
It depends which throne you are talking about. In England, Queen Elizabeth I and King James I. In Scotland James VI was on the throne for all but 3 years of Shakespeare's life. In France, they had a series of kings: Charles IX, Henry III, Henry IV, Louis XIII. Henry III of France was also King of Poland. There were monarchs in most countries at this time.
When Queen Elizabeth Tudor died, James Stuart was accessed in 1603. from what I know, he was still in power when Shakespeare died in 1616.
