He is not upset. He's being coy to show that he's reluctant to accept it, when in reality it is exactly what he wants. If he's too eager, he'll confirm the suspicions of Cassius et al and they would be able to raise enough public ire to successfully oppose him.

It's better for him to play his cards close to his chest at this point and wait for his position to be stronger before making an overt power grab.

The allegation of trying to become a king was the worse accusation a man would have to face during the Roman Republic. The Republic had been established with the overthrow of the last king of Rome in 509 BC who was a tyrant. The Romans decided to do away with the monarchy to prevent rule by one man which could lead to the return of tyranny. They swore that they would not allow anyone to become a king ever again. A man was executed and another one was forced to commit suicide in the 5th century BC because they were suspected of trying to become kings.

The crowd applauded because Rome still didn't want a king at the time and they were happy that Caesar was still just a leader and nothing more. Even though they all loved Caesar, they had bad experiences with kings and never wanted another ruler like that again.

Because Brutus fears that if Caesar is given the crown, Caesar will become corrupt and crazed with power, and that would bring a lot of death, destruction, and many problems for the people of Rome and Rome itself.

Caesar refuses the crown three times when it is offered to him by Antony. To the general public this shows him to be a good republican. Cassius and Brutus see it as insincere.
