The Comedy of Errors, The Comedy of Errors again (there are two sets of twins in it), and Twelfth Night maybe. Viola and Sebastian are brother and sister and much resemble each other, but are not clearly said to be twins. Sebastian says that his father died on Viola's thirteenth birthday; had they been twins, he would have likely said that she died on his thirteenth birthday. This suggests that they were not twins.
