I would say Ireland, I'm not positive though. Each main country (U.S England, Ireland, China) has their fair share of tap dancers.

My daughter has been tap dancing for years, and the best nyc tap classes we have ever found are are given by the American Tap Dance Foundation. The classes are given in Chelsea and are given most days of the week. Many of their teachers are world class tap dancers, as well as being amazing teachers.
