I was in the dramatic club for some years in high school and I never heard this term. My guess is action on stage that has silent participants, or does not involve dialogue. often this is done- oddly in comic books where they can give suggestiions- the body of a girl is seen in a sleeping posture half length horizontal- Is she dead, unconscious, or just taking a nap? there is suggestion of something morbid and romantic without any dialogue, likewise in drama. The idea is not too popular as it is generally held that repartee- dueling lines and passwords and counter-signs - dialogue is the heart of fiction and particularily drama. Silent Running usually does not work!
