Of course the Intelligence Department was on to the sundry plots to take over the government by revolution and let them develop to the point of no return, as they did with Guy Fawkes in 1605.

In the last few years of Queen Elizabeth's life there was a certain amount of tenseness since it was not exactly clear who should succeed her. People were nervous that the lack of a clear successor might lead to civil war, but as it turned out, there was no difficulty.
