Paris was actually in love with Juliet and did not want to cause her any harm. The only way he was involved because Juliet's father forced Juliet to marry Paris. Juliet faked her death so she didn't have to marry him and she could be with Romeo. Even if it wasn't Paris, Capulet would have found another person to marry his daughter.

Paris says, "This is that banish'd haughty Montague that murder'd my love's cousin, with which grief it is supposed the fair creature died." Notice the phrase, "it is supposed". Someone else (probably Lady Capulet, who imagined that Juliet and everyone else shared her love of Tybalt and hatred of Romeo) has come up with the idea that Juliet died of grief over Tybalt's death, and so Paris has of course adopted it. One of Paris's chief characteristics is being incapable of making up his own mind about anything, relying on his own prejudices and what he has been told, even in the face of the evidence of his eyes and ears. It kills him in the end.

He says when he sees Romeo at the tomb "This is that banish'd haughty Montague, that murder'd my love's cousin, with which grief it is supposed the fair creature died." He says this but he is just repeating what he has heard. No thinking on Paris's part went into it, but then Paris is not very good at thinking. Otherwise he might have reflected on just how much he meant to "his love", if she was spending the eve of her wedding to him thinking about Tybalt, and being more depressed by it than before.
