Paris was actually in love with Juliet and did not want to cause her any harm. The only way he was involved because Juliet's father forced Juliet to marry Paris. Juliet faked her death so she didn't have to marry him and she could be with Romeo. Even if it wasn't Paris, Capulet would have found another person to marry his daughter.
Paris says, "This is that banish'd haughty Montague that murder'd my love's cousin, with which grief it is supposed the fair creature died." Notice the phrase, "it is supposed". Someone else (probably Lady Capulet, who imagined that Juliet and everyone else shared her love of Tybalt and hatred of Romeo) has come up with the idea that Juliet died of grief over Tybalt's death, and so Paris has of course adopted it. One of Paris's chief characteristics is being incapable of making up his own mind about anything, relying on his own prejudices and what he has been told, even in the face of the evidence of his eyes and ears. It kills him in the end.
