I was confused myself when I first heard it. I thought it was Tevye's first name. However, it seems it is a term similar to the English Mister/Master/Mr. It is respectful to call someone named Tevye "Mr. Tevye" for them. Listen for it in the dialogue and you will hear a few men of the village being reffered to as Reb Somebody the Occupation.
