You have to have some kind of software to operate a computer. For a computer to even know what to do when you power it on, there is software stored on a chip on the motherboard, called the bios. This tells the computer what disk drives and other components are connected so that it can do something. From the bios, the computer looks for software on a floppy, hard disk, or CD drive to run an operating system of some kind. It is possible to run a computer without software by typing commands in machine language. Even then, you need the software on the computer chip to operate the keyboard. The old VIC 20 and C64's operated in somewhat that way. To do anything you had to type in commands. Unless you are doing something very basic or sophisticated it is impractical to operate a computer without software
The operating system is the software that interacts with the actual computer hardware, and provides the method for you use the keyboard, mouse, and tells the computer what to do... and how to do it.
Nothing tells the computer what to do... but the main base of operations in a computer, which receives all the signals from the input devices is called the CPU, or the central processing unit. Hope that helped you a bunch.
You would use an operating system on your pc/laptop to run all the processes and manage all the hardware and resources contained in your unit, also to manage the applications you have installed there.. whereas you would have system software or application software to sit on top of your OS to manage you day to day emailing, word processing, faxing, photos, music downloads etc...
The operating system of a computer tells the computer which programs to start and in what order. This sequence insures that the computer will work properly. This sequence can be changed by using selective start up.

Software, is a program it tells the computer what to do, what to display... its like a brain, it tells your body what to do, how to do it

The Operating System provides a shell for the Computer. The software to run the computer, which relies on the operating system, is called the Kernel which is on the Motherboard. Refer to Google for inquiries about the Kernel, the Motherboard, and other various features of a computer.
A computer program, or software
systems software interprets instructions from the application software and tells the computer what to do It basically works when a person uses a program. It sends commands to the computer but since the computer is just a machine and can not understand the commands by its self, the operating system catches the commands and tells the computer what to do
Computer Software is a list of instructions that tells the computer hardware what to do. Without software hardware would be just metal, plastic that does nothing.
All hardware and software are directed by drivers that are embedded in them. When the computer starts the BIOS, or the sort of very starting thing, tells the computer to check for all software and hardware and to identify them. Once this is completed the drivers embedded in the hardware or software then tells it what to do and TA-DA! You have access to everything in your computer.
The printer driver resides on the computer. It is the software that tells the computer how to talk to the printer.

I dont think there's a specific chip that tells what's in a computer. It's probably a software device that scans your computer and sees whats plugged into it.
