This is to a certain extent arbitrary: Richard III was called a tragedy when it was first printed and Cymbeline was included with the tragedies in the First Folio whereas Julius Caesar, Macbeth and Antony and Cleopatra are historical (well, as historical as any of his plays) and could be called histories.
You might think that William Shakespeare mainly wrote tragedies because he is most famous for his tragedies, but actually he wrote almost twice as many comedies (18) as tragedies (10) and histories (10).
