This is one of those tantalizing questions since one whole scene of Henry V is in French and good French too. There is further French later on in the same play. There are also phrases here and there which suggest that Shakespeare probably did speak it and didn't get someone else to write those bits of Henry V. But how he learned it is anyone's guess.
