Leonardo da Vinci created designs of a very complicated parachute in 1485. This is only slightly later than the earliest mention or depiction of one, an anonymous design involving a long piece of cloth with handholds at each end, where extra security was provided by four ropes or cords attached to the parachute and to the user's belt.
French inventor Louis-Sébastien Lenormand was the first to jump using a parachute in 1783.

It's hard to say who invented tandem skydiving. Many people rigged up harnesses so they could take kids or spouses on a jump. A couple of parachute container manufacturers began making systems in order to more safely conduct tandem jumps. The Relative Workshop (now know as United Parachute Technologies) and Strong Enterprises were the first to produce dual harness rigs under an exemption from the FAA.
While parachutes and jumping out of aircraft dated to 1797, the idea of leaping out of perfectly serviceable aircraft for sport didn't take off until after WW2.
Barnstormers between the wars did use parachutes to demonstrate their skills, but after the WW2, with the large number of surplus parachutes on the market, and a large number of men who had experienced the rush of leaping out of airplanes, the sport took off. The first parachute competition took place in Yugoslavia in 1951.
