Face value if it's from circulation. All circulation halves dated 1971 and later are made of copper-nickel, not silver. A cupronickel proof version in its original packaging might retail for $2-12 depending on variety and quality. A silver proof version in its original packaging might retail for $5-18 depending on variety and quality.
Neither the US nor Canada have struck circulating silver coins since the 1960s. If your coin is a collector's issue such as a US Prestige Proof, please post a new, separate question with more details.
An MS-60 2003 half dollar is unlikely to bring more than face value, even though it might have a catalog value of ~$.75-$1. MS-60 really is a low grade for a modern coin like that and in most cases low Mint state examples are less attractive than higher about uncirculated grades. Since any collector can find MS-64+ Kennedy Half dollars for little more than face at any coin dealer, you are unlikely to find someone who pays more than 50 cents for it.

Please re-check your bill. You'll find that it's a Federal Reserve Note. The last $2 silver certificates were dated 1899, and the last silver certificates of any denomination were dated 1957. Unless it's uncirculated, a 2003 $2 FRN is worth only face value.
If it's a large silver piece that says 1 oz silver on the back, it's worth the current value of 1 ounce of silver. Check the financial pages of a newspaper for current values; it'll be in the $15-18 range. If it's a small golden-colored coin with Sacagawea and an eagle, it's made of manganese brass and is worth a dollar. (2003 dollars were supposed to have only been sold as collectors' items but a lot of them were spent anyway, which destroyed any extra value they may have had when in their original packaging.)
