Rip sleeps for about 20 years - though the war and awakens to find portraits of King George replacing with portraits of George Washington. If we assume that they have the portraits because Washington is President of the USA - that would put Rip's sleep as ending no sooner than 1789 and as late as 1794 (any later and the Revolutionary war would have started before he went to sleep). This would put his original bed-time as between 1769 and 1777. Since the Revolutionary war started in April 1775 he would need to have fallen asleep before then.
That limits the exact time period as some roughly 20 year period between Autumn 1769 and Autumn 1794
