It is used in Mexican Spanish in roughly the same way "dude" is used in modern American English [1]. It is derived from the term buey, which refers to a castrated bull (an ox), used for meat, sacrifice, and/or labor (e.g. pulling plows and carts).

The above answer (or below), that a huey is a castrated ox bull is partially correct, but it's missing the analogy implied by the slang . Huey is very similar to the term "cuck" in English; short for "cuckold", which is a man who is being subjugated by his wife taking another lover. Whoever is using the term, is saying that you're a castrated bull, because another man is banging your girl. Get it now?

Mexicans are very playful, and often in a derogatory way, so you say outrageous things to your closest friends, and the closer you are, the crazier things get, so being called a huey by someone for the first time, can be a sign they accept you as a friend. It can also be used derogatorily, toward someone that is disliked, expressed literally. So, they're basically saying -Yo, A-hole, your wife is being banged by another guy.
