Bla bla can be a term used to mock someone in response to something they say that you disagree with.

Example

Friend: "There's no way you can make it, you can't jump off this bridge and live"

You: "bla bla" *jump*

Another way this can be used is if you yourself are explaining something and want to shorten it, usually if you have already explained many times.

Example

You: "We were walking down the street and the guy comes over and he starts talking to us. He offered us some drugs; bla bla long story short, he got shot by some hobo."

Well it means, for example say as if someone was telling you something you do not want to know you wouldn't listen and youd only hear bla bla bla bla bla!
