It depends on who issued it. If it's an American "walking Liberty" coin, its value as of 11/2008 is about $20 for an uncirculated coin and $28 for a proof version. Other privately produced bullion coins are worth closer to the spot price of silver, about $10/oz (but silver's value changes every day, so you need to check it by Googling the words SPOT PRICE SILVER)

You didn't specify what type of coin you had, but as a general rule of thumb bullion coins are worth scrap value. At the time of writing 1 troy ounce of silver is ~$31 so your coin would be worth $31.

7-30-11>>> This is a American Silver Eagle 1 ounce bullion coin. The value is tied to the spot price of silver at time of sale. Right now it's $39.90 per ounce and dropping. This price is a little less than you could buy it for and a little more than you could sell it for. But it gives you an idea of value.

NOTE: The spot price of silver and other precious metals changes by the minute when the market is open. So the value of this coin will go up and down.

There is a real Bill of Rights coin but it is a commemorative coin minted in 1993. Since yours has a 1991 date and "one troy ounce .999 fine silver" on it, I think you probably have a bullion coin and it is worth whatever the silver in it is worth on any given day.
