Ice is less dense than water because when it freezes the molecules arrange themselves into a highly ordered crystal structure that leaves spaces in between.

In short the same amount of material is now in spread through more volume.

Density is Mass divided by Volume so if the Mass is the same and the Volume increases then the value for Density becomes smaller.
