Hydrocarbons are made up exclusively of Hydrogen and Carbon - e.g. Alkenes, Alkanes and Alkynes.

Ethanol is an alcohol because even though it has Hydrogen and Carbon, it also has an oxygen.

PVC (polyvinyl chloride) is not a hydrocarbon because it contains chlorine atoms in addition to carbon and hydrogen. Hydrocarbons consist only of carbon and hydrogen atoms. The presence of chlorine in PVC molecule changes its chemical classification.

PVC is not a Hydrocarbon as it consists of Carbon, Hydrogen and Chlorine. To be a hydrocarbon, it must only be made up of Hydrogen and Carbon.
