Mexico City is a special case, because the city is not built on bedrock, it is built on a hardened mud residue of a lake that used to be in that location, and so it has less stability to begin with, even before there is an earthquake. Added to this is the fact that there is a lot of poverty in Mexico and, as with Haiti, buildings are often not well built because it costs more to use better construction technique.

Mexico City sits in a valley surrounded by mountains. Smog from manufacturing and chemical plants as well as vehicle exhaust fumes get trapped by the surrounding mountains due to lack of any powerful-enough winds. This makes up the layer of gloom that sits over the valley due to a "cook-pot effect".
