Germany is closer to 15° east longitude, where the mean solar noon is 1 PM (13:00) UTC, than it is to 0° longitude (where the mean solar noon is... uh... noon (12:00) UTC). ;)

Now if somebody could explain why Spain, most of which is west of the prime meridian, is an hour ahead of England, I would greatly appreciate it.

Germany is one hour ahead of the UK because Germany is in the Central European Time (CET) zone, while the UK is in the Greenwich Mean Time (GMT) zone. CET is one hour ahead of GMT, so when it's noon in the UK, it's 1 PM in Germany.
