People look at land, think it's beautiful . . . and build. They don't pay attention to the known risks associated with some beautiful areas. It's the reason many people built homes on floodplains. They got washed out over and over and in most places building is no longer allowed on land that is prone to flooding. People still build on beautiful high ground in California even though it is subject to landslides in terrible wet weather. People still build in beautiful areas that are prone to fire. There is probably no single reason people build in danger prone areas but it is often done intentionally while submerging the risk factors.
