The scientists did not know that the San Francisco earthquake was coming because one seismologist was an idiot and thought it was a volcano When he was wrong the other seismologists called him bad words and then kicked him out.

Simply put, earthquakes are impossible to predict. Earthquakes are triggered when the rocks along fault line slip, usually miles underground. Currently we have no way of knowing how close any given fault is to slipping.
