No one lives on the moon and hardly anyone ever visits, either. There is no lunar garbage. You may be thinking of the lunar relics of the Apollo program, and they will just sit there, possibly for billions of years to come. I see no likelihood that anyone is going to disturb them.
As far as I know, there are full and partial eclipses of the full moon and every other moon phase. It all depends on position and timing of the moon and the planet or star that eclipses it. Full or partial eclpise can only occur at Full Moon.
The dark patches on the lunar surface are called lunar maria, which are large, flat areas formed by ancient volcanic activity. They are made up of dark-colored basaltic rock and are believed to have been created by lava flows billions of years ago.
We don't know. Whenever they started, there were no people here yet to mark it down.

Note that there are at the present time no lunar colonies, and no prospects of any lunar colonies in the foreseeable future.
