If this is a true question and not a scenario you should get an electrician to look at the panel. A diagnosis can not be given on just the information that is given. Additional information needed is whether there is a voltage between the ground and L1 and ground and L2. Also was the original voltages taken with all of the branch breakers in the off position. Also whether the bonding bolt was in position between the neutral and the ground. Is the ground wire attached to the neutral bus and at the other end to the ground rod. With the main breaker off and all of the branch breakers off is their continuity between L1 and neutral and L2 and neutral.

The voltage must be checked on the line side of the main breaker with the main breaker off to establish which side the fault is on, the utility side or the home owners side. This must be done by a qualified electrician who knows what they are doing. One wrong move and a serious shock or worse could be the result.

The circuit you are refering to must be a single phase 240volts with a phase, Neutral and an earth. Your L1 is phase, L2 is neutral and thrid wire must be earth wire. Rechceck the circuit.
