Well, air contains 78.09% of Nitrogen, 20.95% of Oxygen, 0.03% of Carbon Dioxide and the rest of the gases like Argon, Helium, etc for about 1%.

This composition of air is the same no matter where you go. If you're in Australia, the air will have this composition. If you're in South Africa, the air will have the same composition. The basic idea here is that the composition of air doesn't change which means air has a uniform composition.

Homogeneous mixtures are those mixtures whose composition is same throughout the mixture and a heterogeneous mixtures are those mixtures whose composition is not same. Also, homogeneous mixtures are mixtures in which its components mix up thoroughly, i.e., the components cannot be observed whereas in a heterogeneous mixture, the individual components can be observed.

In air, the Nitrogen or Oxygen cannot be observed separately. It is uniform and homogeneous.

Thus, air is not a heterogeneous mixture.
