i just figured it out! i was so excited! watcha do is look to the very right of the toolbar on top and under the search bar you will see 3 words,mobile , options, and help, click help and then click colors and CHOOSE YOUR COLOR! lol :)
It's Simple just go to fill color coloumn in the drawing toolbar and click on fill effects,then click picture and select your picture and click ok.

I am assuming you are using Microsoft Word 2003 or earlier since you seem to have troubles with a missing toolbar. You have mistakenly hid the Standard Toolbar that contains commands that include font size and color. You can bring back the Standard Toolbar by right-clicking on any other toolbars or the menu bar (where the File and Edit menus are ) and clicking "Standard" to bring it back.
