I would say the muscle because they need a lot of ATPs (which mitochondria produces) in order to make the sacromere contract. Nerve cell would also need a lot of mitochondria because it needs to constantly send signals to all different directions using sodium-potassium pump which requires the use of ATPs.
Nerve cells use glucose as a primary source of fuel, so would have less mitochondria....cells which use fatty acids- and therefore Beta oxidation which can only take place in the mitochondria, are less likely to have a lot of mitochondria
