Depending on if you count maritime borders, it is either Russia or China. They both have an equal number of land borders, 14. Russia has 18 borders if you include maritime borders, China has 17. If you include overseas territories and maritime borders, it is France, with 30. However, that is not a real representation of neighboring countries. Therefore I would go with Russia.
