Changing the water pump in a 1994 Mercurary topz is a PAIN in the butt (and often knuckles and hands). I literally just got done taking mine off, and decided to answer this, because no one else had. You'll need a 10mm socket, a 1-2 inch extension, and the actuall socket wrench. If you have a deep welled 10mm, you could probably use it, instead of an extension. The only way to get the water pump out of the car without removing a ton of other parts is through the bottom. So, loosen up the lugs on your front passenger side tire, jack your car up, and take the tire off. There are 3 bolts that you must remove (all are 10mm). All of them are nearly impossible to see, and extremely difficult to get to. If you have a new (or used) water pump to look at, I would suggest looking at it to determine where the screws are. If not, basically, there is one on the bottom, and 2 on the top, all facing the firewall. Once you have all three screws off, simply wiggle it free of the pipe, and it pops right off, then wiggle it out through the bottom of the car. I would seriously suggest having a friend available to help. I did it by myself, but found myself going from the top of the car, back to the bottom, trying to get the best angles to remove the screws. The screw that is on top, closest to the pulley wheel is the hardest, and I was only able to get at this one from the top of the car.
The fuel pump for a Mercury Topaz 1994 is located inside the fuel tank. This is a common location for many vehicles as it helps to keep the fuel pump cool while it is running. If you need to access or replace the fuel pump, you will likely need to remove the fuel tank.
it is located in the fuel tank, which is located under the car almost in the middel but closer to the drivers side by a little bit. There is a circle looking seal on the top on the gas tank once you drop the gas tank down from the car by removing the straps. You have to over that circle which is difficult because its probably rusted and its attached to that.

To change the fuel pump on a 1994 Mercury Topaz, you will need to access the fuel tank by lowering it from the vehicle. Disconnect the fuel lines and electrical connections, then remove the old fuel pump from the tank. Install the new fuel pump and reassemble everything carefully. Be sure to refer to your vehicle's service manual for specific instructions.
If your 1989 Mercury Topaz starts but won't stay running, you should check the fuel system, including the fuel pump, fuel filter, and fuel injectors. Additionally, check the ignition system for issues with the spark plugs, ignition coil, or ignition module. Finally, inspect the air intake system for any blockages or leaks that could be affecting the engine's ability to run smoothly.
First, check the fuel pump relay and fuse to make sure they are not faulty. If those are okay, then the issue may be with the fuel pump itself and it may need to be replaced. It could also be a problem with the wiring or connections to the fuel pump.
A low idle could be due to a faulty idle air control valve or a vacuum leak, causing poor fuel-air mixture at low speeds. Losing power on hills and stalling in traffic could be due to a weak fuel pump or a clogged fuel filter, resulting in insufficient fuel delivery to the engine under load. I recommend checking these components for any issues.
