As per the fluid mosaic theory, the lipid bilayer (phospholipid-phosphate attached to lipids) are arranged in a way to form cell membrane. The hydrophobic tails of both layer are placed inward by facing each other. The polar or hydrophilic layer of the phospholipids exposed outside (toward cytoplasm and towards outside of the cell). Thus the membrane is making the boundary for a cell.
