The idea was proposed by George Vernon Hudson in the late 19th century, and was first implemented by Germany and Austria-Hungary during World War I to conserve energy. Franklin did suggest the concept of adjusting clocks to make better use of daylight hours, but it was not the same as modern daylight savings time.
